Public-Private Partnership
The I-95 HOV/HOT Lanes project is being developed by Virginia Department of Transportation (VDOT) in partnership with Fluor-Transurban. By partnering with the private sector, Virginia can move forward on this project much more quickly than would be possible using traditional funding and construction methods – capitalizing on the best technology, financing methods, engineering and innovation.The Virginia Department of Rail and Transportation (DRPT) is also playing an active role in the project which – along with the Capital Beltway HOT Lanes project – will provide opportunities for expanded public transportation in the corridor. The project is being developed under the Commonwealth's Public-Private Transportation Act. This legislation enables the Commonwealth to work with the private sector to bring forward transportation improvements.
Fluor Virginia and Transurban DRIVe LLC (Fluor-Transurban) are making a substantial investment upfront to fund construction of the lanes and Transurban will operate and provide routine maintenance for the lanes. Both Fluor and Transurban are experienced infrastructure developers and Transurban is a global leader in the customer-focused operation of toll roads.
The Virginia Department of Transportation (VDOT) will continue to have ownership and oversight of the road and has oversight of the environmental review process. The project is required to meet federal environmental requirements and is subject to very similar environmental rules and regulations as traditional projects.
